no isnt!! likely only rusted on or wp was painted & pulley installed while paint was wet!! slap it lightly with a wood block or compothane hammer.

ok, working on the same area, now the water outlet/thermostat housing. I got a better one for the engine with gasket and new bolts.
Do you guys recommend to put a little of the thread lock on it or just leave and torque to specs?

Put some rtv on those bolts. Permatex sells one in a small grey tube just for that purpose.

+1 on the RTV / sealer... the lower bolt on the water pump goes straight through to the water jacket.

    Permatex
    http://www.permatex.com/products-2/product-categories/gasketing/gasket-makers/permatex-water-pump-thermostat-rtv-silicone-gasket-detail
Make sure the thermostat is seated and not pinched under the housing ear, this happens many times and leads to a crack in the ear and a leak, seen (and done!) a few.  Napa sells stick-on gaskets that hold the stat in place and only need a sealer on the top.  Read your manual and use a torque wrench, its 25-28 ft-lb on GM's, should be about the same on a FoMoCo, very easy to overtighten and strip or break the ear off the neck.  But you know that....
