Should my steering wheel return to center after a turn? or is it the way it is without power steering or is somthing not right?

Yes. Sounds like an Alignment issue or someone made the backlash in the steering gear too tight.

yes it should return
On a straight axle vehicle its a caster issue usually worn king pins or leaf spring sag. The caster is usually about 2 or 3 degree but I find bunping up the wedges to around 7 degree works better for straight axles. and then you have to reset the tow in. start by greasing everthing and change any worn parts.

I might have spun the axle when i put it in.
