get the wiring diagram and start checking wires to find out where the wires are crossed and shorting together.

pull the back up light fuse out and see what happens,,,,,,,do the tail lights work or do they come on when you put the van into reverse which would mean the tail/back up wires are switched ,,,, add a test ground wire to the tail light housings and see if that puts out the back up lights when the tail lights are on,,,,,,,,,,,

If you say that the back up lights come on with the headlights,,,,,,take the bulbs out of the tail lights and see if the back up lights go out,,,,,

It is possible that when your recent electrical short occurred that it melted the insulation and is causing the wires for backup lights and tail lights to touch now.

Pull out the wiring harness that runs along the top inner driver's side ceiling and perform a careful visual inspection. I'll bet you find your short somewhere in there. KK, I concur with Bruce. this is the most humble humble, helpful site I've ever been on. Any chance you can post up the wiring diagram for first generation Chevy?I want to make sure mine is wired properly, which it's not currently, when we redo it this week. Thanks!)

no the problem is pre smokey dashboard I will do all suggested things I did notice 2 capped off wires at the site of the dome light
