Floor pan repair Empty Floor pan repair

I have been doing some work on the floor just in front of the doghouse which had some small rust through. I have cut out that section and patched it with new metal. The rest of the floor in the front (ahead of the front seats) is solid but fairly pitted. Can I use a light coat of filler to smooth everything out? Or because its the floor will it just crumble when stepped on?

I would just clean it up and put a por-15 product on it. If its in the front floor I'm sure you'll cover that with carpet or a matt.
