    is it a good idea to use bolts/rivets to fix holes on the floor?

    I think it's really up to you,,,,,you fix it the best way you can,,,,,,if thats sheet metal screws or pop rivets, fine,,,,,,if that is welding a new or replacement panel in, thats fine,,,,,just cut out the bad stuff, remove the rust, put some rust encapsulator on it and seal the seams. You can always go back and do it better later.......
