Apparently, they came down the assembly line that way. It must have made sense to put both on the front and then move the rear one later. It appears that van in your photo got all the way to the dealer like that.

I think it may have caused additional engine cooling problems. its blocking the already too small air inlet.
If it was a shipping issue they would have thrown the bumpers inside and let the dealer install them.
