gas tank sending unit or float? Empty gas tank sending unit or float?

The gas gauge on my 64 is not going above 1/2 tank. I grounded the power wire at the tank..my gauge went to full (slowly). When everything is hooked up/ the gauge goes between 1/4-1/2 tank. Would you think that my problem is the sending unit/ or the float ? maybe both??

cant you take it out, ground it, hook up the wire and move the float and see what the gauge says while you move the float arm from empty to full,,,,you do have the factory gauge in the dash, right?
