Lazarus,those were pretty common from days of old,in big trucks/semi's & dump's.While cars and pickups ran signals through steering columns,it was just easier/more economical to use these on bigger vehicles.
They just stuck it to the left side of column and put a hose type of clamp on it.Some(cant tell for sure on yours)had a flat metal piece,that was turned down on end,under signal arm,you just pulled outward that worked as a 4-way.
Some folks use these if signals are messed up in columns.Clip the wires,run to it(yours),clamp it.Then they have two signal arms.heh
