Not sure on the econoline, but my Mustang handled just like that when I got it. I replaced shocks, all rubber and joints up front and added a large sway bar. It handles like it is on rails now. Not sure that helps but the handling sounds much the same.

Look at the front tires and see if they are wearing funny,,,,then jack up the front end and see if the front tires have any play in them,,,up and down, in and out, side to side. See if anything seems loose. You could have worn tie rods and king pins. Then check the toe in,,,,see if the measurement between the front of those tires is about the same as the rear,,,,,you want those front tires parallel to take the van straight down the road. Rock the steering wheel back and forth to see if there is a lot of play in it,,,,,,

Regarding the speedometer, the cable could be bad. I don't know if they make new ones the your, but you may be able to take it apart, clean it up, and reassemble using ATF or some other lube.
