Factory optional horn ring. Pop off the plastic button (center of the steering wheel). There should be 3 phlips screws holding it on.

I haven't looked at the Dodge one very close yet, But if it's anything like my chevy, finding that seperation line from the horn button to the ring can be a pain. either look for a very small notch or use a "very" thin blade to get the horn button to pop up.
