KIDS, lol. It's called a road draft tube. Used on cars and trucks before the first emission stuff started mid 60's. It ventilates the crankshaft fumes. Wherever you put the tube extension make sure it will suck the fumes out.
Do not let the Feds see it.

You can run a rubber hose from that tube to a plastic bottle. fill the bottle with cotton balls and cut vent holes in the bottle. The engine will breathe without marking its territory. You will need to replace the cotton from time to time.

I don't know how well that will work. At idle, it's true it's just sitting there puffing away. However, at speed, it does create a flow thru effect (road draft) that pulls air from the crankcase. Kind of how a burrowing animal's den has flow. If you plug it or keep it from pulling air, it will allow the crankcase to pressurize, blowing the seals.
The mfger's made those tubes long and pointed down not only to keep the grime off the top, but also to take advantage of the effect.

Check this out, I installed a PCV valve and it has really helped. You need a replacement valve cover with the hole and baffle for the PCV. I got it on eBay for about $40. Then 2' of hose hose to the NPT port at the base of the Carburator base plate. And seal up the little hangy down thing.

    Good luck

No. The end is cut at an angle and extends into the airflow. When the vehicle is moving at anything over about 30 mph, it creates a vacuum in the tube. That vacuum pulls air into the oil filler cap (called a "breather cap" on these old guys) and through the engine. This is the crankcase ventilation of the era.

If you modify this thing at all, you will pretty much destroy the ventilation system in your engine. That's fine if you drive maybe 1,000 miles a year and change the oil several times a year. If you're into the 3,000 mile oil change, don't do it.
