What year? I believe there are different wipers and switches for the diff years.
I have a 62 and just got mine working so I may be able to help.

Here is how mine is, single speed wiper
Switch has 3 wire plug. Red - 12V in. Blue and Black wire going to the motor.
Black wire is switched. Operates wipers in on position
Blue wire is for the park. Will have 12V even when switch is in off position
Motor is grounded through the mounting.

So test one is unplug the motor,,,,see if you have power to it,,,,,now where does that power come from,,,,,an inline fuse,,,,,a fuse on the headlight switch or some of those have a circuit breaker in the switch,,,,,,

Bob, like Donivan said you have to make sure you have power going to the switch. According to the file from another Econoline group I visit, your 2 speed wiper will have 3 wires going to the motor. Red, green and black wires. I dont know which is which but one will be low speed, one will be high speed and the other will be for the park function. Im sure someone else here will know the orientation.
Basics - make sure you have power going to the switch - Make sure the motor is grounded
Check power going through the switch.
When the switch is off there will be power going to the park wire to the motor. This returns the wipers to the off position.
First switch position should send power to the low speed wire. Color?
Second position should send power to the high speed wire. Color?
If you have power through the switch in these tests the motor may be bad but make sure its grounded correctly before you make that determination. There is no ground wire. Its grounded through the mounting bolts.

So Craig, if you got time, I would like to know if the switch has a ground circuit in it,,,,if you pulled it out of the dash and see if it affects the way the wipers work and park,,,,,,no big deal,,,,,,I am just trying to figure out Fords way of doing things,,,,,,

Make no mistake, I am no expert when it come to these vans, I just happened to pull my wiper system this week so I got a good look at it.
No ground circuit through the switch. Ground is through the mounting. When I was first looking at the wiper and wiring, knowing I had a single speed, I thought the black wire running from the switch to the motor was a ground and was surprised when I removed the wiper assembly and checked it out. Black wire on mine (62) was the main power supply from the switch to run the wipers.
Have a couple of pics but I guess Im going to have to relearn how to post a pic. Somethings different from the last time I did it.

I got ! No current to the switch. One wire and I'm wiping . Windshield wiping that is
