Yes.And a lot of folks do it.
Which confuses the heck out of us when they have them up for sale,trying to figure out what the true year of a van is.Sometimes due to photo's angle.
There's three different versions of the same bolt up door.64-66,67,68-70.

ALL the cargo doors will interchange, with the following caveats:
64-67 doors have the interior handles held on with a set screw, the later clip style handles will not work. However, the 68-70 latch mechanism can be swapped into the 64-67 doors.
64-67 doors also have the limit strap in a different location, will not line up with the strap mount on 68-70.
Keep in mind also that cargo doors vary from van to van, and may not line up perfectly without a lot of tweaking.

Don't forget the left side door will leave you license plateless if you hung it on the rear,or a funny lil light on the side door.
