If it's on "Non Operational" It's not legal to drive it on the road, but not incurring terrible horrible fees from the DMV. It's a good thing, it means it's legal.

PNO means that the vehicle will not be driven, towed, stored, or parked on public roads or highways for the entire registration year.
The seller can get a DMV report on the vehicle. The report shows the titled owner, registration status, and any back fees or other red flag items. Easy for them to do on-line.

The vehicle is titled in your name, but no license plate is issued, thus the van is non-operational on the street.
