A wire from the left rear tail light goes to it,,,,,also there should be a ground wire coming from that light back through those holes to the van body,,,,,the wire is probably brown,,,,there should be a connector where the wire splits off from the tail light and sneaks out through those 2 holes in the door and the post to get to the license light,,,,,both rear tail lights and that license light use the same wire,,,,,,

Ok thanks for the info Don. I kinda thought that it would run off of one of the parking lights but wanted to check to make sure be for I did any wiring. The tag light does have the ground wire that you mentioned they have it grounded to the door behind one of the screws that holds the light on.
