    when did 170 engine switch from down draft tube to the pcv valve

    Tough question, in 1961 California required PCV on cars, by 1964 most vehicles had PCV in place of the "Road Draft Tube", so it would depend on when, where and what vehicle that 170 engine was being delivered. You see some trucks had "Road Draft Tubes" up into the late seventies.
