if cable is good - maybe cable isnt being driven or driving the spedo- verify all that by hooking an electric drill to the cable while undone @ trans & run the drill - also do same in reverse too- both briefly as someone watches the spedo needle. If that works spedo is good - its another issue.

how did you verify cable was good? cold be gear in tranny? as twinpilot said, unhook from tranny and spin with drill. that rules out cable and speedo if speedo works, so the plastic gears would be your issue. if it doesnt work, you need to verify cable is good and properly connected to speedo.
