There are 2 levers coming out of the transmission, the inner one is the Kick Down, shown here,,,it has a rod going up to the carburetor linlage that pulls this lever up when the gas pedal is all the way down. The outer lever is the rod from the shift column, and on that lever, there should be a a small rod that goes to the safety neutral switch that makes sure that the starter only cranks in Park or Neutral and also turns the back up lights on when you shift into reverse.

I have seen more vans without that linkage on,,,,,,but you could make something up so it would have the proper adjustment on it,,,,,,,,,, the trans will work without the kickdown,,,,
