This was VanAgains 1st van,,,,,I would cut the rust out and help him with a repair panel but he had to weld it in,,,,,,but getting back to the question,,,,,it depends on where the rust is,,,,,,you better fix the rust like around the windshield, rocker panels, or drip rails right,,,,,or the rust will come back and haunt you forever,,,,,nobody cares about floors,,,,you always need to cut the rust out, coat the metal with a rust encapsulator, then cover up the hole. Welding a new piece of metal in the hole is the right way,,,,,but you can get by with installing the patch with sheet metal screws or pop rivets and a little Bondo,,,,,you can always go back and fix it better when you have more time and equipment

Peoples also use fiberglass to cover over rust holes to keep the flies out,,,,,,but any piece of 16 gauge metal will do,,,,the thing is, at the seam, it is bent 90 degrees down to provide strength,,,,,,,so make sure you have that section good in there or put some angle iron and use flat stock to patch it,,,,,,
