It's pretty hit and miss.
There is the old car manual project
http://www.oldcarmanualproject.com/It has some old stuff.
For newer stuff, try a specific forum, although they often can provide some pretty bad stuff.
The main supplier for this info is Valley Forge, and they do not offer free!
You can try to find a DIY Chilton or Haynes, but they have to cut out so much stuff that they often don't supply the exact info needed.
If you plan on doing a lot of it, there are pro manuals for many older years (Mitchell, Motor, Chilton).
If it's just a job or two, many libraries can get you into the pro places and you can print out a few pages...
