Yes. There are also a pair of brackets that go between the sides of the block and the bellhousing of the trans.
Both the brackets and the cover are often left off.
This is usually not a problem. without a cover, water, snow and dirt can get in, but it also tends to run cooler. The brackets help keep the engine/trans aligned, but there are millions of cars and trucks out there running without. High HP applications have had issues without the brackets.
Here's a picture of a later model one to show you what they look like.
The older ones are similar, but have a 90 degree bend along the length, like a section of angle iron.

Thanks ROD I knew you would know this and if it mattered if it was on there or not. I am ignorant and was scratching my head when I saw it uncovered.

Just to confuse things about the cover....there seems to be two different sizes (at least), so be careful that you get the one with the correct bolt pattern for your transmission. I thought I had two 318/727 items, but one may be from a slant six/904. They are about 1/2" or so different by eyeballing them. They are available. Have not located the small cover, but I bet they are out there in my shop. I found one angle brace, too so there should be another one out there. John
