    Has panel on drivers side, and windows on passenger side. Also has cargo doors on passenger side, and doors in the rear, all doors have windows.

    It's called a Display Van. My son has a '63.

    Are they rare? Also do you know what they were used for?

    They were work vans for ex: Ma Bell , Sears etc... Shelfs were on the panel side and my guess is the window side was to let in light

    The right side windows make it easier to drive too. you can see out that side to park and merge into the right lane. A small mirror isn't as good on that side. On the left, you are able to turn your head and see down the lane. Windows on the left would be useless behind the driver and as you say, the shelves have to be somewhere.
