No lock cyliner in drivers door????

So I have a 1961 ePUP and the drivers door doesn't have a lock cylinder. Is this normal or did some body shoppe get lazy????? LMK

Safety measure for commercial vehicles. Drivers had to slide over and exit the passenger side, so they wouldn't step into traffic.

I'm familiar with the reasoning . . .

Has anyone retrofit a door lock into an early Econo drivers door?

Besides cutting the door panel to accommodate, is there more to it?
